To be young has always been construed as having the opportunity and, more importantly, the time to become what one wishes to. Unfortunately youth in Kosovo are facing difficulties in regard of the labour market possibilities. Youth and other groups that are in the risk of marginalization, present a very large number in Kosovo and this problem is considered to be a very serious challenge within state development.
This paper intends to gather the legal framework on both privacy protection and freedom of speech. While they prominently are seen as two different concepts, in reality they are two sides of the same coin. And yet, both areas display individual characteristics, particularly with regard to the codification, that justify the separate treatment in this paper.
This research was implemented as part of the project: “Regional CSO platform ad-vocating social innovation under social and employment policies that guarantees security for youth in risks” supported by the European Commission Civil Society Facility funds, and implemented by a partnership of six organizations from Western Balkan and Turkey.

The “Youth and Media” regional project aimed to analyze the situation of young people in media in 11 countries in Southeastern Europe. The project, in addition to Kosovo, has been developed in parallel in Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Bulgaria, Albania, Macedonia, Greece and Turkey.
The amazing progress in telecommunications and information technology has had a remarkable impact on the world; life without a cellular phone or internet connection seems unimaginable now even though very few of us have had access to it only 20 years ago.
